Many people do not really understand the implications of meeting the latest Disability Equality legislation. Firstly it moves away from audit to analysis: the reason being the DDA 1995 was a reactive law (the audit); the new legislation is proactive, and therefore organisations must anticipate what might happen (analysis).
Secondly the evolution from audit to analysis moves away from just the physical building and looks at the service (including communications media). Access Analysis looks at the way an organisation is managing their service with regard to the DDA.
An simple example of this is car parking. An accessible car parking space can be measured against British Standards and might appear to comply with the DDA, showing the correct size etc. However, this is only part of the story; in order to meet the DDA legislation, the space needs to be policed ensuring it is used appropriately.
This component is covered by the service. There is also the matter of how the policy is communicated to staff; this element is covered by the communications media. The process forms the PCS (physical, communication media, service). model which in turn forms the process of access analysis.
